when you pull the horn button off of your steering wheel there should be a short wire running from the button to the center of the wheel (where a brass ring makes contact with a metal tab on the turn signal switch assembly). Then the ground goes through the horn button to the turn signal switch wiring. here is a diagram from speedy jim's site. If everything inside the column is right, then taking the brown horn wire out to the other side of the horn should trigger it. hope this helps.

Found the two plugs located on the bottom of the steering wheel column. The brown wire is located in the plug close to the passenger side. Brown wire had been cut and spliced to a red wire that dead ended. The PO had sprayed everything under the dash so locating colored wires was difficult. I wiped most painted wires with lacquer thinner and identified most colors. Good progress on that front. I now have continuity between the copper contact located under the steering wheel and the brown wire. It appears the PO removed the brass ring from under the wheel. I now need to work through this problem. Thanks for the help to date. More progress to follow.
