A small metal clip or spring popped into my face when I pulled the upper dash vent out.

Where does it go?

On the back side connecting all the louvers together. You can line them up and snap it back on.

?? the louvers are fixed - it is a 1 piece plastic part

this is the top vent (on top of the dash) - not the larger one on the lower vertical face of the dash with the moving louvers

The following diagram shows the clips going on the inside side of the vent, with the "feet" of the clips pointing towards the vent. See item 2a on the image:
