Adjustable beam help - What type of adjuster is this?

Im working on my beam for a 63 Pan. I have never seen an adjuster like this before, and have no idea how it works. Additionally is the top beam supposed to be cut like that? It looks like the center piece there is free floating and only held in place by the two pieces welded on top and bottom of opposite ends.

it's an old school select-a-drop. Yes the center of the beam floats free on the top tube.

Perfect, thanks for the Help. It just seems weird that the center piece just free floats there. At least I know what I am working with now.
