Guys,
I have a buddy who owns a 1992 Diesel Eurovan and he want to bring it over here to San Diego. Just asking if that's possible or not.

It's very difficult if not impossible unless its the same as a model already sold in the USA or over 25 years old. Since they never sold a diesel Evan and it's newer than 25 yrs than van would be illegal. The reason the vanagon crowd gets to switch to diesel legally is because they did sell a diesel vanagon in the US.

Can you describe what's involved other than the actual transport?

You're going to need to get it pass CARB.. Google grey market cars and California.

It also needs to meet EPA standards

Actually your first hurdle will be USA customs. Start here https://help.cbp.gov/app/answers/detail/a_id/218
When the vehicle comes across the border if it is not older than 25 years you will need to post a bond or hire a registered importer to certify that the vehicle will be brought up to DOT and EPA specs. If not done then the car needs to be scrapped or shipped out of the country.

Probably worth more for its conversion parts than as a complete vehicle

While I don't know about California or cost, I do know that guys here and on VWVortex have imported diesel Eurovans and other vehicles that were never standard imports. Check the classifieds for guys selling diesel EVs in the states (there should be a couple if they haven't sold) and email them about it.
