I replaced the ignition switch in my 90 Syncro Westy to fix an electrical problem (A/C, Front & Rear Blower would only work if I held in the Hi Beam stalk).
Now the steering ignition lock doesn't engage (not a good thing here in the Seattle area) - and I can't seem to to torque down the steering nut, despite my many 'dead blow hammer' attempts to seat the plastic spacer.
I followed the DIY instructions from the stickies here (originally from Old Blue?):

Just guessing, and may be way off, but, did you check the bottom of the steering column shaft where it coulpes to the lower shaft. I usually use vise grips to hold these parts together when loosening anything on the steering column. I think part #7 mates up to part #33 in the diagram.
