Fitting Fog Light Assembly to Eurovan Bumper

We bought a used Eurovan recently and it was missing the right front fog light assembly. The bumper had been replaced after an accident and only the left assembly was usable. I ordered a new assembly for the right side that exactly matches the left assembly. However, in trying to install it, the adjustment screw on the inside edge of the fog light hits the front tow hook of the van and I can't get it up snug in the cutout hole. Is there some trick to getting it past the tow hook or do I have to cut off the adjustment side screw? There doesn't seem to be a way to get at the attachment screw hole on the inside edge either because of the tow hook. I suppose the bumper could be removed, but this must be able to be done with it installed. Any suggestions?
