009 dazed and confused

I have a 76 2000 Bus with new dual 34 webers. I have a 009 non vac. dist. I have searched 009's and timing. Now im totally confused. Shoud it be 28 degrees or 7.5??

28*-30* BTDC @ 3500rpm.

All mechanical distributors are timed at full advance.
