Where I live they expect you will have the VIN in two places. They don't care where, cause usually its some insurance salesperson who hasn't seen a car from before the 90s so they don't have a clue. If you don't a VIN in two places they will make you pay for a Gov't assigned VIN, which you have to pay for and then pay to have a registered shop install after they mail it to you. Then you have to get that new tag's install inspected. Then, they change the vehicles VIN on any paperwork match the new VIN. The problem with this is that you end up with a vehicle that should have a specific 6 or 8 number VIN and now you have a 21 number VIN. It totally kills resale to sell a vintage car with a new 21 character VIN.

I suggest you stick to the pan VIN. Its legal. Jump through whatever hoops you need to but keep the body VIN out of the equation.. it will just cause problems.
