If you had to choose vanagon replacement engine with the LEAST emissions while also being quite which engine would it be: TIICO 2.0, Subaru 2.2, Subaru 2.5 or the 1.8T

Probably the SAH conversion of the 1.8T that uses the factory cat. I believe it's the only one that actually uses a factory cat designed for that engine.

And yes, the modern TDI runs incredibly clean, just breathe some diesel exhaust air then move over to your vanagon tailpipe to take some huffs.

& they smell good, too (with the OEM catalytic converter installed & in good working order).

Way more pleasant than a gas engine exhaust

generally, the newest motor, assuming they are all in good condition - emissions stds. increase over time

a Calif. motor is a good choice also, as they often have tighter stds. than the 49 states

emissions are high when the engine is cold; so your avoiding short trips can have a significant effect on emissions (not to mention fuel mileage & engine longevity)


For the next level:
Toyota just introduced H fuel cell cars in case you cannot find a wrecked Tesla anywhere..
