Seat belt needs

I have a 1971 Kombi bus I'm restoring at the moment and I want to clarify what I need for seat belts in the back. I'm in California, also.

I'd like to do something very similar to this:

What seat belt requirements are there for both the row of three and the two facing back? Full 3-point? Simple waist restraints? Or anything at all?

First off, that looks to be a Vanagon. The Baywindow bus does not have the appropriate mounts to have rearward looking seats. Bays have lap belts. There are rear seat shoulder belt brackets that were required in Australia.

If you happen to need a set of lap belts taken from a rear seat of a '76, i just may have a set that is sitting in my basement.... Just sayin'...
