Looks like it had a fire in the gas heater area that was put out with an extinguisher.

Yes, rare because it is ugly as hell.
Why do people make such a short car? Not enough room in the garage?

That actually is a pretty clean conversion from what I can tell in the pics, looks like it was done right not just hacked together like most shortys.
