76 Windshield wipers electrical confusion

Hey all,
I got my 76 Westy in december (its my first aircooled VW) and have gotten almost all the bugs worked out except I cant seem to figure out my windshield wipers. When I use the switch on the column nothing happens. Ive changed the #10 fuse. I am not proficient at reading wiring schematics or doing complicated electrical. But I thought you all could give me some troubleshooting tips on where to start and what to look for.
When i checked under the dash I found this (pictured) unplugged and I cant figure out what it is from/goes to.
Any help for this noob is appreciated.

That plug is for the EGR counter box that is connected to the speedo cable

current track 39 in the wiring diagram.

TURN THE KEY to the on position and flip the wipers on and then go outside and push the wiper arms (gently) and see if they then move.

Next: is finding out if the wiper motor is running and possibly the gear is
stripped.

Wiring info in the Technical section ^^^^^ right upper area.

I did this and had no movement.
