This bill passed in 2011 but I haven't seen much on it until recently when someone decided to restart DeLorean(!) production.
Here's the summary:
To direct the National Highway Traffic Safety Administration to establish a program allowing small volume vehicle manufacturers to produce not more than 1,000 vehicles annually within a regulatory system that addresses the unique safety and financial issues associated with limited production, and to direct the Environmental Protection Agency to allow low volume vehicle manufacturers to rely upon certificates of conformity issued to engines from certified vehicles.
Maybe the era of the Vanagon is past and the Sprinter is the new way forward but I have to wonder if there isn't a market for 1,000 Westies or Vanagons/variants. Ideally, they would not be replicas but considerably updated (four wheel disks, ABS, airbags, adjustable ride height, functional HVAC, choose your own adventure powerplant — Subie, Ford, inline, etc). The engines would all come from established manufacturers so that would be the easy part: it's making the bodies and modernizing all the other stuff that would take some doing.

Your a little late.,,a modernized Type 2 was available down south if the border, and up until a few years ago was an up and running operation.
