Anyone modify 68-72 rear fenders to use on your 67-down bug?

I have a nice pair of original rear fenders from a 71-72 bug that I want to use on my '63. Has anyone modified the bumper bracket openings so they resemble the openings in 67-down bugs? If so did you fill the oval section with sheet metal and weld and then made them to look like the older style? Original 67-down ones are a pain to find and not interested in getting aftermarket ones, Thx
