Looked it up, 's called "Anthropocene", created by Jason deCaires Taylor

More pictures here, apparently it's hollow inside and has critter habitat space - http://www.underwatersculpture.com/sculptures/anthropocene/

Many of the guy's other works have a fairly obvious political message, not quite sure what's up with the person lying on the hood though...?
