Insulation around radiator fan

I have one molded/shaped piece of foil backed insulation around my radiator fan (to the the right of the fan in this picture). It looks like there might have originally been a matching piece to the left. Am I missing a piece or is this how the van originally came?

that's how the van came, just one to minimize the drivers "hot foot" syndrome.

Mine is that way too. No doubt on right-hand drive models the insulation is on the opposite side.
