I have a 1978 Westy and I recently took off the speedo panel to replace the dim/broken dash light bulbs. I have the four clips and screws to attach the panel back, but I have no way of reaching my hand in behind the dashboard to hold the clips in place - my bus has an original DPD air conditioner unit under the dash, making access under the dashboard impossible.
I realize now I should have asked this question before starting this job, but what is the easiest way for me to attach the four clips?

They are spring clips. It's pretty easy and definitely doesn't require sticking your hand up under the dash.
Pull out the instrument panel. Attach the clips with the rounded part pointed up on the top and down on the bottom. you can leave the bottom ones a tiny bit loose.
Push instrument panel back into the hole on the dash. It will snap right into place. Tighten the bottom screws. _________________ Cream Puff

It is not a job to rush. My 78 bus was missing one of the clips. I made one out of a piece of wrought iron. I had no choice, but to reach behind the dash to get the one clip in. |

Wow, that makes perfect sense! I've been making a very simple task into a difficult one just because I didn't realize the purpose of the clip.

No problem! It may not be the right way, but it works well for me.
Bentley shows the clips around the lip of the dashboard. The method I'm using squishes the clips between the dashboard and instrument cluster, holding it in place with friction. Makes removal much easier as well. Just loosen the bottom clips a bit and pull out.
