Why does this manifold have a small pipe connecting the left and right intake ports?

It's a balance tube. It helps keep all 4 cylinders to get fuel at idle. All single throat dual carbs need them for idle

thats the simple answer

it also helps with the sync at idle...and a little higher up too.
