Manufacturers recommend minimum 4.5" wide rims for 185HR15's (26.5" tall) and 185/70's (24.4" tall) and 5" wide for 185/65's and lower profiles, so putting any 185 on 3 1/2" rims is pretty tight. I'd bet most tire shops won't do it.

I've asked my local tire guy a similar question before and he said they wouldn't mount radials on a wheel that narrow - it's not safe.

I'm guessing they might have a legal issue, if they did it.

I have that combo on my buggy. 185/60/15 on 3.5" CLs and 215/65/15 on 6" CLs.

Pinches the tire a bit but I have seen way worse. Keep an eye on your tire pressures and you'll be fine. The sidewall is pretty tall and flexible, where you really run into problems is on low profile (45/50 series) being pinched onto narrow rims and the bead doesn't sit square on the rim.
