A VW Shop told me they can change the inner and outer rear torson bushings without removing the rear drums or the Diag arms. Is it possible? I don't see it.

They are correct-just unbolt the spring plate and the torsion bushing cover.

The Saco bushings are supposed to be good.

VW quit making the outer ones, but there are still inner VW ones around. I had a set of aftermarket black rubber outer ones and they were under size.

left rear already done, set at 27 degrees. I'ts not as difficult as I thought, but I needed to learn how to do it
