Have you checked all your grounds? Sounds like too much resistance somewhere to create a good spark and charge.

Clean and dielectric grease all connections in the electrical system after checking each connection for voltage drops with an electrical load on. Clean the connections on the starter, and do same for the starter to transaxle surfaces and starter solenoid to starter body surfaces.

Have you soldered up the internal connections in the fuse box and headlight switch yet?

Any history on the bus, like "just dragged this out of the woods, or barn where it sat for 50 years".

the most important part of a 6v system is the battery cable size/ (LARGER IS BETTER) and the quality of the ground, if these are good starter may need to be pulled apart and freshened up

As a diagnosis to begin somewhere, try pouring a thimble or two of gas down the carb then try to start it. Be careful of course.

What did you do to clean the plugs and did you re-gap them?
