question
on the double relays each relay was ground by pin 85
where is that ground is it suppose to be with the bolt that hold the 2 relays?

That ground either goes to the ECM (electronic control unit) OR has a Ring connector under the bolt that hold the 2 relays.

WOW BRAND NEW

The fuel pump may be good. But the fuel tank is clogged.

It's not unusual for a clutch plate to stick to the flywheel after a long outdoor sit. Warm the engine up and shut it off, then start it in 1'st gear with the clutch depressed and drive around the yard while poking the gas pedal now and then (clutch pedal depressed constantly), it usually breaks loose. This assumes the bus is aimed towards an area where you can drive around safely.

Pour about 30 ml of one of these products down each spark plug hole and let it soak.

I'll try it but maybe not endoff

for my idle where do I began troubleshooting it

no idle at all hot or cold
I know it's praticaly impossible to have good idle if the compression is not to good an no vacuum hose change but I only need a little idle to move it around the house until next spring

You start by setting your dwell, and then your timing with a timing light.

Make sure there are no vacuum leaks.

Get on Craigslist locally, there's hundreds of former Sunday tinkerers and backyard mechanics who are moving into care homes and thier kids are cleaning out the basement. You can score a badass set of tools like dwell meters, timing lights, torque wrenches, etc.. for dirt cheap, and it's often the good stuff made to last, opposed to the disposable new trash sold today.

You should run some fuel injection cleaner through the fuel system and see if that will improve the running. Also check and recheck for vacuum leaks, these things have lots of hoses, boots, elbow, etc and they all leak with time causing running problems.
