Did you synchronise both carbs first?
I’m a little confused to what you are doing now?
First they must be synchronised, then you adjust the idle speed with how you are describing above, NOTE both carb screws should be turned an equal amount, once the rpm drop between each carb is the same by disconnecting the cut off valves you can then actually adjust the idle speed and mixture using the top set of screws on the left hand carb, the large one is the idle speed adjusting screw and the smaller one is the mixture control screw.
Must be done in that order, no point messing with idle adjustment if you carbs are out of sync. _________________ 1973 tintop westfalia weekender.
