Dual battery balancer for a dual 12V and 6V system

A dual battery system has two 6V batteries in series with 12V and 6V outputs, it powers 12V and 6V loads. Without a balancer, the lower 6V battery charging current must go through the upper 6V battery, causing a voltage imbalance. This condition causes an improper voltage to be applied to both batteries and will not allow the lower battery to be properly charged. This will lead to a dead lower 6V battery, overcharging the upper battery and damage, which will severely reduced life of both batteries.
