I have an update on my progress.
I've scanned and cleaned-up brochure images s for 1986 through 1990.
Scanned several window stickers for 1986, 87, 89, 90 so far. About 23 total.
I've written a fairly detailed description for each model of from 1986-1989.
I've uploaded these all to a pre-published website for testing.
Next up:
1. Model-by-model descriptions for 1990
2. Scanning of brochures and window stickers, and model-by model descriptions, for 1991.
3. I think at that point I'll publish what I have so far.
4. Then, I'll go back to 1980 and go from 1980 to 1985.
5. Add more brochures for each year:
- full-line brochures
- Wolfsburg brochures
- Color & upholstery guides
- Etc.
6. Make links to photo pop-ups of many items, providing hyperlink capability to see a photo of
power mirrors" when selected.

Well, it appears there were over 3X as many sold in 1984 than in 1990, so it appears by that measure you may have a point. However getting more window stickers from 1990s with much fewer sold may indicate the contrary about 1984 owners vs 1990 owners. 
I'm still rooting of for some of the 1980-83 and 1988 owners to come through!

Three times as many sold, but 6 years' more worth of time to be wrecked, scrapped, sold and re-sold and re-sold. Combine that with more tin-tops being sold in '84 vs. '90 -- the Westies being more valuable and, dare I say, more loved (i.e. kept) -- and you have the situation you're experiencing. 
You ought to break down your "sticker challenge" tally further into tin-tops and campers.
I'd add to the 1990 tally, but alas, nothing survived from the first owner (I'm the 4th) other than a receipt card for the awning.

Yes, thanks. I have snagged several from Google & Bing searches and one from eBay.
For most years so far, I don't have one for each model. 1990 for instance I have 3 Carats and 3 GL Campers, but 0 Syncros and 0 Multivans. My please for help from the Samba Vanagon community persist.

I wonder when VW started calling the Vanagon a “Minivan”? An older sticker calls a tin top a “Passenger “Wagon”.
I’m guessing their mktg dept wanted to position it against the car everyone was buying at the time.
