I am wondering if there a year when this type of Gear ratio for a freeway flyer transmission was stock or something close to it would be for a super bug

It was never stock, it's a marketing term.

The best stock IRS transmission is a SSC (Single side Cover) 1973-1979.

Most "freeway flier" gimmicks are a 4.12/3.88 r&p with an .82 4th. Like Glenn mentioned, it was never a factory combo in a Beetle. The highest factory Type 1 combo I know of is a late Ghia 3.88 with an .89 4th.
