I HAVE THESE 2 BOTLS IN THE BOTTOM OF MY GAS PEDAL?
IS THIS NORMAL? SEEMS LIKE I CANT "FLOOR IT" WITH THEM THERE.
ONLY HAD THE BUS FOR A FEW MONTHS AND NOTICING SOME ISSUES WITH IT HAVING BALLS IN TOP SPEEDS, COULD THESE BE CAUSING THE GAS PEDAL FROM USING ITS FULL MOTION?

The way the bolts are staggered I'll bet there's something like this under there:

I bet you're right, Busdaddy. If that was the PO's fix, it is the worst hacks of a simple repair I've seen on The Samba.

YEP, THOSE LOOK LIKE 5/16-18 BOLTS...RELATIVELY MASSIVE. ANY BIGGER AND THEY'D FUNCTION AS ANTI-THEFT DEVICES. YOU CAN EVEN SEE HOW THE ONE ON THE RIGHT HAS BEEN RUBBING IT'S TIP INTO THE FLOOR MAT. GOOD CATCH, OP, YOU KNOW WHAT TO DO NOW. |

Just swap out the FrankenBus bolts for some tasty carriage bolts.
Also, that pedal is supposed to be limited by a tang near your toes.

The hinge on my '77 failed from rust about 10 years back when my kids had it away from home. A mechanic installed a strap hinge like the one shown above to get them going, but it made for a very wobbly pedal. Once I got a chance, I bought a butt hinge (maybe a 3x3 or 3.5x3.5, not sure) and cut one leaf to fit up behind the pedal while leaving the other as is. As seen, I used counter sunk flat head machine screws to attach the pedal to the hinge. The machine screws are small enough and short enough to not interfere with the movement of the pedal. The butt hinge makes for a very sturdy pedal, way better than factory new.
