If I installed new bearings, I will snug it up to where the wheel will drag a little then back it off until I can slide the big thrust washer back and forth with a big flat blade screwdriver. You want it to take just a little effort to move it, but you dont want it so loose that it will slip around on its own. The allen screw gets tightened pretty tight. Cant give you a torque spec. Just tight as you can with a standard hex key.

That's the way to do it.

I have seen 7 - 9 ft lbs for these allen head screws. I cut a little 6mm allen wrench and use that in a 6mm socket.
