I have a 79 bus. I bought aftermarket aluminum wheels for it. This morning I removed one of the OEM rear wheels, and instead of there being a flat surface on the drum for the inside of the wheel to rest against, there are two bolt heads. So what am I missing here? I can't just put the wheel like that. Do I need a spacer on each stud? And if so, will I also need to replace the studs with longer ones? Thanks.

Those bolts VW used to hold the drums on, but very few car manufacturers ever used them since the lug nuts hold the drums on. We just delete them as Not Necessary! Cool
