I've seen some posts herein that suggest checking the "idle control valve" when addressing a high, or intermittently high idle.

Is the above valve the same as the "Idle Stabilizer" unit referenced on Bentley page 24.53 (Digifant)?

No. ISU is behind the right rear tail light. Idle control valve is right on top of the engine.
