Why on the east coast?

Joe Ruiz is the most well know, but he's on the west coast.

X2 If you are going to the expense of having one built a few hundred more
for shipping should not be a concern. Joe has several threads on builds in the vintage speed forum. His builds are down right beautiful.

X3 on Joe, while I didn’t have him build an Okrasa for my oval he did rebuild my stock 36hp and I could not be happier. Shipping is super reasonable too.

Joe is definitely one of the best and do not let the prices scare you.

Building a 36HP engine is simply more expensive than building a late model engine due to parts availability and prices.

I enjoyed building my Okrasa/Performance 36HP engine, but it wasn't cheap...I could have easily built a 2 liter late model for less

Okrasa heads alone are $1200 and that's without any clean up.

If you want a period correct Okrasa engine, I'd go to Joe. If you want a 36hp engine with more performance, call Matthew Kenney at Aircooledresearch.com

Unfortunately both are on the western side of the country

What's about Jeff Price?
Don't have personal experience with him, but he's very helpful and also builds some great engines.
If I remember correctly, he lives in Colorado, closer to the East Coast Wink
