I just pulled my power steering pump apart to reseal it and there appears to be chunks missing from the rotor. Is this how its supposed to look? Or are there really pieces missing?

If there are in fact pieces missing, can I still run it like this?

That doesn't look good, but I've never pulled my pump apart.
I'd suggest not using it and replacing it so as to prevent more damage to rest of the system.

I just resealed a pump and the slots were square. Yours seems pretty beat compared to the one I just did. For others, the impeller pieces also had an in and out, so pay attention to how your vanes are in the section. I recall on mine the chamfered end was in.

I'm thinking I'll just buy a new pump. I'd rather be safe than sorry.

I'll keep the reseal kit on hand for the future.

I think it served it's life. There are not many moving parts if you could find a used one and reseal it. That might be a good way to go.

Does this wear indicate excessive end play? Safe to assume there's wear at the cover and that there will be a loss of efficiency at this pump?
