After screwing the turn switch housing to the collar on the steering wheel column the assembly is loose. If I was driving nad tried to switch the turn signal on it would just rotate around the column. Can anyone tell me if I am missing any parts:

In the image below you can see that the c-clamp (on the left hand side) is against the collar. on the opposite side the c-section is just above the top of the steering column,

It looks correct and right to me but it is not correct. It is as if the column isn't big enough. If I was to wrap some insulation tap around the column a few times i feel it would do the trick but I don't really want to hack this.

Any ideas?

Since the right half of the switch housing is too high to grab the column tube, all you have to do is loosen the screws
and move the whole assembly down a little. If it's still loose, it's probably because the tube is all gouged up, and/or
the c-shaped insert has dug into the slot where it rides on the left housing half. If you try adding some material at
either location, it's best to use something harder/less squishy than plastic tape. A drop of solder in the slots, perhaps, or
some metal tape around the column tube.

Yes, this is exactly right. Reposition the housing about 1/2 inch down after a couple wraps of metal tape. That should work

I tired that already but there is something on the right hand collar section which prevents it from being positioned any lower.

This suggests to me that the column tube needs to come up a little - or the steering block housing is too high on the column. I have had the whole column out to paint and restore it so probably I am a few mm out when I re-assembled.

To confirm - those two c sections should meet to wrap around the column in a vice-like grip?

There's a smaller ledge on the right housing section that will hit the plastic insulator ring on the ignition housing. On my '71, when I lower the
right T/S switch housing piece as far as possible, there's a good 7/16 inch between the top of the column tube and the clamping ledge on the
T/S housing, so I think your column tube is more than just a few millimeters too low.

I would guess that means the column tube is not sitting properly in the plastic bushing in the floor cover plate.
