This wheel appeared for sale sometime in February this year. It sure looks like a VW38 but if you check the details closely and compare to the one that was used for VW38/06 there are minute differences. It may just be off another car. The splined hole looks to be of a larger diameter too. Look at the photos below for comparison.

Some parts have date stamps, such as the brake part that was found to the 1938. But they are stamped 1939.

I saw the difference too.
The steering wheel VW used for the first VW was probably a steering wheel from another car brand. It look like the same on the 37 i think.
Soo it is probably not that rare.
But it would be soo cool if this was just "the" steering wheel that have sat on 38 nr 8.
I guess Christian and the team know the answer.

That so called "VW 38/8" steering wheel seems still to be for sale on ebay.de, here´s the link (not afiliated with the seller):

I read now in the 38 topics what Christian wrote about his 38 steering wheel.

Hello
Jacek found an orginal steering wheel from a 1938 beetle.
These wheels were just used on the first beetle and not on other cars .
To this moment there are just 2 wheels of these known.

The wheels were made from Bosch and not handmade.
