I have a 56 beetle with what I believe has 65 and up rear brakes.
My question is; are the shoes supposed to fit snugly in the star bolts and slave cylinder slots? They seem maybe twice as wide as the metal part of the shoe.

No, 65 up the brake shoes should fit a little loose into the adjusters and W/C's.
That's when they angled the ends of the shoes and changed the adjusters to suit and also added two more spots on the backing plates for the shoes to rest on.
Are you sure everything was changed to 65 up?
Sounds like maybe they used the early style adjuster screws which have much narrower slots in them.

58-64 and 65-67 rear shoes were the same except for the angle where it mates up with the adjuster. You can change the adjuster to match the shoes. Narrow? Well, originally yes, but I've seen aftermarket straight wheel cylinders and adjusters with wide slots.
