My Solex 34 pict 3 overflows when I park nose up on a steepish slope. No problems when parked nose down on a slope also runs normal when engine is running both up and down hill . This happens with the engine off. Float level measured correct at 19 mm . Does hesitate when going up a steep incline though. This is a 1600 tp Beetle. My take on this was that the float level must be too high so I added an extra washer at the needle valve. It still overflows after switching the engine off parked on an incline. Please help.

This is a fuel pump problem. You aren't going to fix it at the carb.
Original VW fuel pumps often came with a cutoff valve that would stop the flow of fuel when the pump wasn't operating. Cheap aftermarket copies appear to have deleted this feature to save $$. The below link refers to an in-line valve that VW release to do the same thing. You could try to find one.
Alternatively, you can make a electric cutoff valve that is powered by the ignition coil #15 terminal. While the ignition is ON it allows fuel to flow and cuts it off when the ignition is OFF.

Thanks Ashman 40 , fitted a new sealed fuel pump from China just a while ago . Will try to find a cut off valve.

You can test that the needle seat is sealing by making sure the fuel level is up and remove the gas line and use a clean piece of line to blow into, if you can or hear bubbling replace needle and seat.
