Different Hub carrier on same sand rail?

I am new to this but I’m stumped. I have a sand rail with what appears to be a type 1 VW set up. It has a swing arm but on the rear hub carriers, they are not the same. One has a weep hole and one doesn’t. Just wondering what direction I should go and why. Thanks for any input! The pic shows the one WITh the weep hole. The other looks the same but no hole.
