It looks like you have your black probe connected to the body ground at the side of the engine bay. While the red probe is on the turbo housing? Normally these two spots while physically close to each other are actually connected electrically via the ground strap at the front end of the transmission.
The reading is fluctuating suggesting it could be an AC voltage instead of a DC voltage? Did you try switching the MM to read Voltage AC?? _________________ AshMan40

No the MM is definitely set to DC. It does not matter where I place the red probe on the engine it could be on the turbo, exhaust, manifolds, alternator I get the same results. |

Sorry, maybe I wasn't clear. When your meter is set to VDC but is connected to an AC voltage source the readings jump around like in your video. Try setting your MM to read Volts AC and retest. Do you get a steady AC volt reading instead of a fluctuating one?
Your alternator actually creates alternating current (AC) not DC. This is converted to DC voltage before it is output on the B+. I'm wondering if the AC is bleeding out into the ground? _________________ AshMan40

I see what your saying now I will have to wait till tomorrow then I will give it a go.
It's snowing here now in the UK 🇬🇧 and well its about 3mm deep so the UK 🇬🇧 as always has shut down 😂😂😂😂 |

Need some help...mystery relay under rear driver side seat of my 69 Bug....what's it for and how is it to be hooked up? Any advice would be appreciated. Thanks!
