Let me start by saying I am relatively new to bugs and to this forum.

I know all bugs are noisy, but mine is louder than average. Everyone including neighbors have told me that... and I agree. I would like to make it quieter if possible.

The muffler has a decent amount of surface rust but I don't see any holes or rot. Anything else I should look at? Can a new stock muffler make a noticeable difference in noise level?

Hi,
yes nothing is as quiet as a stock muffler.

Check the heat exchangers.

Show us a photo of your muffler and exhaust pipes and your air filter.

Assuming heat exchanger is same thing as heater box?

Agreed! A stock muffler will definitely help. We have a 1641cc engine in our 1960 bus, and all of the time folks comment how quiet it is. Even old time VW folks have been surprised.
