Horn fender grid plate

Could someone could confirm me horn fender grid plate has well to be fitted outside, between the fender and the grid ?
Or inside ?

Put it in grill then attach it. Only side without horn. How I do it. Maybe wrong though.

Like Jason says, between the grill and the (right only) fender.
Also, to my knowledge, the plate should be painted black.

Thank you for your replies, it confirm that the plate has to go outside
I can confirm the plate is painted Black, mine is still in old original paint 🙂
