A friend said it was probably placed inside the filler neck so no one could steal gas. Yes? No?

That looks like the spring from inside a flex hose.

During the OPEC fuel embargo of the mid 1970's, such items were hot commodities to prevent people from siphoning gas. VW's were popular targets, due to the high position of the fuel tank and the minimum suction required to start it flowing.
