Has anyone seen one of these? It has a completely different set of jokes than the hardcover.

Yes, VW Dealer Promotional Joke Book, the 1967 hardcover is by various cartoonists but the one in question is 1967-1968 by Virgil Partch.
There is also a version The Jokeswagen Book by Charles Preston 1966, not sure if it was a VW dealer promo.
