Do idle control valves operate like a solinoid on or off, or do they regulate the amount they open and close?

Just on or off, if there's an in between there's something wrong. _________________ Rust NEVER sleeps and stock never goes out of style.

It starts and cuts out on the turn of the key. Idle's great but I feel like it's idling a bit fast when I rev the car up it takes a while to settle. First thing I thought was air leaks. I've done the WD40 thing and now just done the fairy liquid thing. I can't see or hear any leaks or bubles.
I tested the idle control by disconnecting and touching the wire with the ignition on engine off. I got a spark but couldn't hear a click. So I ran the car and pulled the connector off. It sparked but didn't cut out. Should it?
