My daughter is tired of getting ripped off by the dealer to upgrade her nav system. Is there a DIY or other inexpensive way to upgrade it. She is in the Raleigh NC area.

Turn it off & buy a Garmin.

She's not getting ripped off if she wants something she cannot afford. I've worked at a dealership for 30+ years and if you think the dealership is cheap to run you are mistaken. I will agree, many of the employee's are not as knowledgeable as they should.

Phone apps are better than any factory installed navigation systems I've ever used.

Not a solution for your car but:
I'd say don't update it and use it as-is or your phone

My parents have a Highlander and I don't think they have ever updated the Navigation.
It seems fine, how often do the roads change? Smile

Butcher, you are dead on! However, Road maps and a compass work great too. It is like a little book with lots of streets / roads on it, but it is harder to use compared to a nav or smartphone. You actual have to be able to read and know whats North , south ...... and the best the battery never dies! Never sends you to the wrong direction also. Very Happy

Good luck in finding a road map. Those have been out of print for awhile now.
