Hi everyone, first post so bear with me. I just bought my first Vanagon, a 1983 with 83k original miles. I am trying to get it started and am encountering some difficulty. I already replaced fuel lines, tank, all necessary tune up stuff. I am getting no injector pulse though. I have the Robert Bentley repair book, I have the multi-pin connector unplugged From the ECU. The book states cylinders 1,2,3 and 4 should have approximately 16-16.4 ohms to the connector. Here are my readings:

-Cylinder 1: 18.8 ohms
-Cylinder 2: 25.0 ohms
-Cylinder 3: 0.L
-Cylinder 4: 17.3 ohms

I have all new fuel injectors and new engine ground strap. Could this be a hall sender or wiring harness issue? I am new to this so bear with me! Any insight would be greatly appreciated. Thank you everyone!
