Airbox drain hole - quick question (photo included)

I have the air box all hooked up except for the drain tube.

Looking at it last night, I noticed online that all the drain tubes go to the hole in my attached photo.

But when I feel around that best I can, it seems like it is a contained cavity and drains to nowhere. Won't rain water build up? What am I missing?

It should dump out into the area behind the gas tank where it can drain out to the ground. Put a little water in there and see

Mine had a little of the old paper tube in there. If it doesn't drain it might be just blocked up with some crud.
