What year is the Vanagon? Probably won't help to know, but sometimes it does.
Is there anything on the underside of that sheetmetal/body area that helps lend a clue to what might have been there before- Like traces of tubes or hose mounts on the bottom.
I can't see a aftermarket heater system being ducted to that point since most people put them towards the rear usually. _________________ '68 Westy- my first VW and vehicle/Bus- long gone.- sold it to a traveling Swiss couple....

And does it have, had, an engine conversion?
The holes look way too big to be for heater core hoses on an air to water cooled conversion and the OE rubber piece looks like it belongs there but who knows?

I knew a guy who built an older Ford or Chevy party van. He added a flip up arm rest for the right rear seat to gravity eject the empty beer can just in front of the wheel so it gets ran over, genius.
