if you have a smart phone, download the google translate app and use their camera function. it's not perfect but it does work (it's way better at spanish than Japanese)

Japanese is read from top to bottom, right to left. so start at the upper right hand corner and work your way down, then left to the next column, etc

My bosses wife looked at them for me.

They are awards given to a Professor in San Diego around 1989-1990 for research and furthering Japanese relations. The recipient's name was probably Alvin Cooks. Boiler plate stuff most likely. She said it was kinda tough to make a literal translation.

Still kinda neat.

Missed the response by Eric. So yeah, there ya go.
