Strange welding behind front shock stack? [beginning to rust]

Maybe the bolt was seized in the tube, someone hacksawed the tube from the car and "welded" a donor part in?

Hard to see with all the paint.

Yeah, I never heard of this tube coming loose - except for what crazyvwvanman just wrote.... but EVERYONE has that long bolt seizing up in the tube. I remember when mine seized and it drove me NUTS getting it freed up --- I can see some folks getting frustrated and looking for short-cuts. I'd believe this theory.... however does it explain the added "L" brackets?
