Fresh air plenum chamber/intake box

Hi Guys,

This is the plenum chamber and fresh air intake for my 73 Squareback.
As you can see, the previous owner has gobbed it up with silicon, so presumably it leaks or did.

My question is, assuming that the air box is mounted in there properly (eveything inside is connected and works), you can see it sits up high, how does water that gets in through the vents under the windshield drain away?

I obviously want to do something about all that silicon, but thought I'd ask before I started poking around.

under the box in the passenger compartment there are drain hoses that are attached to the bulkhead or firewall that get plugged up with debris.
